Upon motion, duly seconded, and by a vote of 4 "yes" and 1 "abstain" <br />(McClain), Council adopted the following Ordinance No. 90-13 on second <br />reading: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled November 13, 1990, that it <br />does hereby amend Article III--Examinations and Certificates, <br />Section 3.1 of the City's Building Code Ordinance, as follows: <br /> <br />Sec. 3.1 Required <br /> <br />Every person who desires to engage in plumbing, electrical or <br />building'related mechanical work in the City must make written <br />application to the City, undergo a written examination and be <br />properly certified in accordance with the Virginia Tradesmen <br />Certification Standards, except for the following: <br /> <br />Persons, firms or corporations holding a current Class A <br />License issued by the Virginia State Board for <br />Contractors in their respective trade· <br /> <br />Persons certified by persons, firms or corporations <br />granted Class B Contractor's License by 'the Virginia <br />State Board for Contractors as being proficient in their <br />respective trade· <br /> <br />Persons performing plumbing, electrical or building- <br />related mechanical work on their own property, rather <br />than for the general public· <br /> <br />Employees of public service corporations regulated by the <br />State Corporation Commission while performing duties <br />lwholly related to their employment, whether on public or <br />private property. Upon request by the Building Official, <br />such corporations shall certify the proficiency of their <br />employees. <br /> <br />Council considered adopting Ordinance No. 90-14 amending Chapter 12, Article <br />V,-Section 12-127 of'the City Code. Mr. Brown explained that, in reviewing <br />this 'section=of the City Code, staff had discovered that only $5,000 in <br />property damage liability insurance was required for ice cream vendors. Mr. <br />Brown..recommended increasing the required coverage to $50,000 dueto the cost <br /> <br />of some vehicles.
