TUESDAY, NOVEM~'ERI'i3, 1990 <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia-, with Mayor Allan McClain presiding, was held Tuesday, November 13, <br />1990 in the Council Chamber, City Hall, beginning at 9:30 A.M. All members <br />of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br />George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors, Council presented a retirement stipend to Mr. McKinley Rice, Water <br />Resources Department, 22 years service (who was not present). <br /> <br />Council approved the minutes-of its regular meeting of October 9, 1990, <br /> <br />special meeting of October 22, 1990, and regular meeting of October 23, 1990 <br /> <br />as circulated. <br /> <br />Under Business from the Floor, Ms. Patty Shelton, 111 Moss Street and several <br /> <br />students from Martinsville High School, representing "concerned youth of the <br /> <br />City of Martinsville and Officers representing the Virginia Career <br />~Association of Jobs for Virginia Graduates", 'appeared'to requeSt that the <br /> <br />City consider the establishment of a youth center. Vice-Mayor Groden asked <br />City Manager'iBrown to~ contact other cities in order to compare their <br /> = === ==~ ' =' =~ ~=~ =! referring to a=report which had <br />experiences with teen centers. Mr.1 Brown, <br /> <br />been provided to Council regarding this matter, stated that efforts are <br />currently being undertaken by a Task Force coordinated by the Office on Youth <br />to explore the possible establishment of a teen or youth center and that this <br /> <br />group is hopeful that a report will be finalized and submitted to the Council <br />and the Henry County Board of Supervisors near the end of January or early <br /> <br />February, 199l. Various members of Council expressed appreciation to the <br /> <br />students for voicing their views on this matter. <br /> <br /> <br />
