TUESDAY, NOVRMBER 10, 1992 <br />Council took no action on the <br />appointees of the public body. <br /> <br />item regarding the performance of <br /> <br />Mayor McClain announced that a ceremony would be held on November 13, <br />1992 beginning at 1:00 P.M. for the official opening of Smith Lake <br />Village, which is a low- to moderate-income housing project developed <br />by the City with Federal funds through the State Department of Housing <br />and Community Development. <br /> <br />Mayor McClain then declared the meeting in recess. <br /> <br />Council reconvened at 7:00 P.M. at Albert Harris Elementary School for <br />the purpose of conducting a neighborhood Town Meeting. After welcoming <br />comments by the Mayor, the following comments and responses were made: <br /> <br />Thelma Pinkard, 208 Park Street, expressed concern about the homeless <br />problem in the City and described her visit to the Rescue Mission in <br />Roanoke. <br /> <br />William W. Edwards, 703 Second Street, asked about follow-up to the <br />Albert Harris Town Meeting which was held in November, 1991. Mr. <br />Reynolds discussed several issues which the City either has taken <br />action on or has a plan 'to implement including neighborhood storm <br />drainage, summer recreation, and the Fayette <br />sidewalk and highway improvement project. <br /> <br />Street/Koehler Hill <br /> <br />Sharla Raines, 125 Park Street, asked that the Park Street improvement <br />project be discussed at a night meeting. Mr. Reynolds stated that the <br />project, which will be a part of the 5-Year Capital Improvements Plan <br /> <br /> <br />
