vote: <br /> <br /> 185 <br />TUESDAY, OCTOBER 27, 1992 <br /> <br />Purpose: <br /> <br />To develop a general policy to be followed in developing the agenda for <br />Council meetings. <br /> <br />Policy: <br /> <br />Council has adopted a procedure of setting its first regularly <br />scheduled monthly meeting for the second Tuesday of each month <br />beginning at 9:30 A.M. and of setting its second regularly <br />scheduled monthly meeting for the fourth Tuesday of each month <br />beginning at 7:30 P.M. <br /> <br />The agenda for Council meetings shall be developed by the City <br />Administration and reviewed with the Mayor and Vice-Mayor prior to <br />finalization. <br /> <br />The agenda for the second meeting of each month shall be limited <br />to setting public hearings, conducting necessary public hearings <br />in which public participation is anticipated, and to issues which, <br />due to time constraints or other reasons, cannot be scheduled for <br />the first meeting of the month. The monthly financial report, <br />however, shall be presented at the second monthly meeting. <br /> <br />This general policy shall in no way prohibit an item from being <br />placed on the agenda at the request of a member of Council for any <br />meeting. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of discussing <br />an appointment to the Long-Term Solid Waste Disposal Facility Siting <br />Committee of Martinsville-Henry County, as authorized by Subsection 1 <br />and consultation with legal counsel, as authorized by Subsection 7. At <br />the conclusion of this Executive Session, Council reconvened into <br />regular session, wherein, by a recorded vote, each member of Council <br />certified that (1) only public business matters exempted from open <br />meeting requirements were discussed in said Executive Session; and (2) <br />only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br /> <br />
