vote: 185 TUESDAY, OCTOBER 27, 1992 Purpose: To develop a general policy to be followed in developing the agenda for Council meetings. Policy: Council has adopted a procedure of setting its first regularly scheduled monthly meeting for the second Tuesday of each month beginning at 9:30 A.M. and of setting its second regularly scheduled monthly meeting for the fourth Tuesday of each month beginning at 7:30 P.M. The agenda for Council meetings shall be developed by the City Administration and reviewed with the Mayor and Vice-Mayor prior to finalization. The agenda for the second meeting of each month shall be limited to setting public hearings, conducting necessary public hearings in which public participation is anticipated, and to issues which, due to time constraints or other reasons, cannot be scheduled for the first meeting of the month. The monthly financial report, however, shall be presented at the second monthly meeting. This general policy shall in no way prohibit an item from being placed on the agenda at the request of a member of Council for any meeting. In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and by unanimous vote, Council convened into Executive Session for the purpose of discussing an appointment to the Long-Term Solid Waste Disposal Facility Siting Committee of Martinsville-Henry County, as authorized by Subsection 1 and consultation with legal counsel, as authorized by Subsection 7. At the conclusion of this Executive Session, Council reconvened into regular session, wherein, by a recorded vote, each member of Council certified that (1) only public business matters exempted from open meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed or considered during said Session.
