184 <br /> TUESDAY, OCTOBER 27, 1992 <br /> <br /> Council considered the adoption of proposed operating policies for City <br /> Council. Vice-Mayor Adams and several members of Council explained <br /> that the proposed policy was being considered in order to encourage <br /> individuals to go to the City Administration to be placed on the agenda <br /> rather than appearing to speak under "Business from the Floor" and the <br /> policy in no way seeks to limit public input to the Council. Council <br /> also responded to several inquiries from persons in attendance at the <br /> meeting regarding the purpose of the policy. In addition, W. H. <br /> Yeaman, 1513 Sam Lions Trail, read a prepared statement in which he <br /> objected to the adoption of such a policy. Upon motion, duly seconded <br /> and by unanimous vote, Council adopted the following policy statement <br /> for Business from the Floor, with a review of the policy in six months: <br /> <br />As a courtesy to those persons already included on the Agenda <br />for this meeting, the Council requests that persons who wish <br />to address Council under "Business from the Floor" limit <br />their remarks to five minutes. Persons who wish to make a <br />presentation to Council which they believe will take more <br />than five minutes are requested to contact the City Manager <br />or the Assistant City Manager and request to be placed on a <br />future Agenda of the Council. <br /> <br />Council considered adoption of a policy regarding agenda items for day <br />and night meetings. Councilman Williams voiced objection to the <br />adoption of the policy, stating that the fact that the Mayor, Vice- <br />Mayor and City Manager finalized the agenda was sufficient to manage <br />what is scheduled for day and night meetings. Councilman Oakes made a <br />motion to adopt the policy as presented. This motion died for lack of <br />a second. In response to questions from Council, City Manager Reynolds <br />stated that the adoption of such a policy would be helpful to him in <br />planning and developing the agenda. Councilman Williams, stating that <br />he would agree to the adoption of the policy if it would be helpful to <br />the Administration, made a motion to adopt the following policy. This <br />motion was seconded by Councilman Draper and carried by a unanimous <br /> <br /> <br />
