Council asked for further information regarding this <br />policy. Mr. Reynolds said that it is his hope that the City will <br />develop a set of financial policies and that this item could be <br />considered as a part of the policies. <br /> <br />In non-agenda matters, the following comments were made: (1) Vice- <br />Mayor Adams asked that the City Manager review a request by Ted <br />Balabanis to consider a change to the Zoning Ordinance which would <br />allow off-site directional signage on major thoroughfares under certain <br />conditions; (2) Vice-Mayor Adams reported that a sanitary sewer line <br />was exposed at the Royal Oaks Townhouse project; (3) several Councilmen <br />expressed concern regarding recent violent incidents in the City and <br />asked the City Manager to discuss this issue with the appropriate <br />officials in order to determine if the City could help alleviate the <br />problems and to report back to Council on what he feels can be done; <br />(4) in response to a question by Councilman Williams, Mr. Reynolds <br />reported that the Administration was still working on the <br />reorganization of the Social Services Department; and (5) Councilman <br />Draper reported that citizens in the Fayette/Market Street area had <br />complained to him about loud noise at night. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of discussing <br />an appointment to the Martinsville Industrial Development Authority, as <br />authorized by Subsection 1.
