FRIDAY, AUGUST 21, 1992 <br /> <br />consultants are authorized to coordinate with City officials <br />to obtain information and to negotiate a legal agreement <br />containing the details of the proposal to be considered by <br />the voters prior to placing this oDtion on a public <br />referendum. While the City is unsure of whether such an <br />agreement can be reached within the extremely tight time <br />constraints the County is facing in formulating the ballot <br />question, we are hopeful that the basic legal questions can <br />be resolved so tl~at the County will not need to incur the <br />extra expense of a special election and so the voters of <br />Henry County are not inconvenienced by having to return to <br />the polls after the November General Election. <br /> <br />The proposal presented by City Manager Earl B. Reynolds, Jr. <br />during the August 12, 1992 Special Meeting of City Council <br />was prefacedby ~b~e caution that the projected project costs <br />were preliminary and only included the actual building, land, <br />demolition of existing structures, and simple grading. In <br />the week since the initial presentation, the architects have <br />had the opportunity to include all of the other normal, <br />expected costs of planning and constructing a facility of <br />this size, as well as several intangible and optional costs <br />which were added to better compare the County consultant's <br />proposal with our own, and we are pleased to find that the <br />proposal would still be cost-effective to the taxpayers. <br />This proposal also contains 10,536 square feet of shell space <br />for future expansion and adequate parking for all facilities. <br /> <br />The Moseley McClintock study of the Lester property site on <br />King's Mountain Road estimates a project cost for a County- <br />only facility of $8,045,000. The Martinsville-Henry County <br />Judicial Center, which would serve the court-related needs of <br />both the City and Countywould have an estimated cost of only <br />$6,090,000 to Henry County citizens, a savings of <br />approximately $2 million. In addition, as was presented on <br />August 12, the project also includes a Regional Jail on the <br />same site which would serve the needs of the City and County <br />for many years. The Jail project would realize cost savings <br />on this site by (1) not having to purchase additional land; <br />and (2) sharing many of the external requirements with the <br />Judicial Center project such as parking, landscaping, <br />lighting, utility-related sitework, and many other factors. <br />The total cost to the County of the Judicial Center and <br />Regional Jail is comparable to the cost of the County-only <br />courthouse proposal for the Lester Property site. <br /> <br />In conclusion, the Council wishes to thank the County Board <br />of Supervisors for their interest in and consideration of the <br />Martinsville-Henry County Judicial Center and to encourage <br />all citizens to compare the two options which will be listed <br />on the ballot on their merits, for we feel that our proposal <br />results in the best possible result for our community and <br />accomplishes the following objectives: <br /> <br /> <br />
