,- ]. 47 <br /> <br /> WEDNESDAY, AUGUST 12, 1992 <br />paid by the State, with the remaining $5 million to be shared by the <br />City and County. <br /> <br />Following Mr. Reynolds' presentation, and upon motion, duly seconded <br />and by a unanimous vote, Council adopted the following Resolutions: <br /> <br />WHEREAS, a need exists to replace the current Henry County Courthouse <br />which is located in downtown Martinsville; and <br /> <br />WHEREAS, the Tultex Corporation has offered to donate to the City and <br />County certain property it owns in the area bounded by Market, Fayette, <br />Moss and Church Streets in the City for the purpose of constructing a <br />new Courts facility; and <br /> <br />WHEREAS, the Council of the City of Martinsville feels that it is <br />vitally important that the new Courts facility remain centrally-located <br />and that the site offered by the Tultex Corporation would serve as an <br />excellent location; and <br /> <br />WHEREAS, the Council believes that a joint Martinsville-Henry County <br />Courts facility and Regional Jail would be in the best interests of all <br />current and future citizens of our community; now, therefore, <br /> <br />BE IT RESOLVED that the Council hereby endorses the construction of a <br />joint facility to be known as the Martinsville-Henry County Judicial <br />Center; and <br /> <br />BE IT FURTHER RESOLVED that the Council proposes to pay one-half of all <br />land acquisition, redevelopment, architectural, engineering, <br />construction costs and all other expenditures relating to this joint <br />project; and <br /> <br />BE IT FURTHER RESOLVED that, should the Henry County Board of <br />Supervisors elect to proceed with this joint project without holding a <br />referendum, or to hold a referendum offering this project as the sole <br />site, the City Manager is hereby authorized immediately to negotiate <br />with appropriate Henry County administrative officials agreements <br />pertaining to land acquisition, redevelopment and financing of the <br />Joint Judicial facility. <br /> <br />WHEREAS, on this date the Council of the City of Martinsville has <br />endorsed the Martinsville-Henry County Judicial Center Project; and <br /> <br />WHEREAS, prior to establishing the permanent financing mechanisms for <br />the City's portion of the project costs there is a need to provide <br />initial funding for professional services and other expenses relating <br />to the project; and <br /> <br />WHEREAS, sufficient funds exist in the unexpended fund balance of the <br />Electric Capital Reserve Fund which are not designated for a specific <br /> <br /> <br />
