146 <br /> WEDNESDAY, AUGUST 12, 1992 <br /> <br /> A special and duly-called meeting of the Council of the City of <br /> Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br /> Wednes4ay, August 12, 1992 in the Circuit Courtroom, City Hall, <br /> b'egi:n~ingat 10:30 A.M. for the purpose of considering Court facilities <br /> for Marti~.sville and Henry '~ounty. All members of Council were <br /> present: Allan McClain, Mayori George B. Adams, Jr., Vice-Mayor; Steve <br /> M. Draper; L. D. Oakes; and C~yde L. Williams. <br /> <br /> ? <br /> <br /> Also in attendance were mezbers of the Henry County Board of <br /> ~ · <br /> Supervisors: R. J. Frye, C~airman; Robert L. Whitener, Jr., Vice- <br /> Chairman; Sandra Hodges; S. E.~ Moran; Simon Spencer; and Francis Zehr. <br /> <br /> After the invocation by the R~verend Thurman Echols, followed by Mayor <br /> McClain's cordial welcome toi~isitors present, City Manager Earl B. <br /> Reynolds, Jr. made a presentation regarding a City Council proposal to <br /> jointly construct a "MartinS~ille-Henry County Judicial' Center" and <br /> regional jail with Henry county on the site bordered by Moss, Church, <br /> Market and Fayette Streets in the City. Mr. Reynolds cited five <br /> objectives in making this proposal: (1) partnership; (2) cost- <br /> effective; (3) public convenience; (4) functional/efficient; and (5) <br /> visionary. Mr. Reynolds estimated that the total cost of the land and <br /> building construction for the courts facility would be approximately <br /> $8.7 million and stated that the City proposed to pay 50% of this <br /> project's cost, or an estimated total of $4.35 million. Mr. Reynolds <br /> proposed that the annual maintenance cost of the facility be on a <br /> shared basis. <br /> <br />Mr. Reynolds also unveiled plans for a $10 million, 203-cell regional <br />jail, and stated that $5 million of the cost of the project could be <br /> <br /> <br />
