TUESDAY, AUGUST 11, 1992 <br /> <br />being no other public comment, Mayor McClain declared the public <br />hearing closed. Vice-Mayor Adams made a motion to change the penalty <br />for noncompliance from a Class 1 misdemeanor to a Class 2 misdemeanor. <br />This motion died for lack of a second. Upon motion, duly seconded and <br />by unanimous vote, Council adopted the Ordinance on first reading with <br />a minor amendment regarding the minimum penalty for late remittance of <br />the tax° <br /> <br />Council conducted a public hearing and considered approval, on first <br />reading, of Ordinance No. 92-15 amending the City's Zoning Ordinance <br />regarding transient storage of hazardous waste. Ms. Michelle H. Smith, <br />749 Indian Trail, read a prepared statement regarding environmental <br />issues and urged Council to support the proposed amendment to the <br />Zoning Ordinance. Revo William Barber, 413 Fayette Street, asked <br />several questions in order to clarify the scope of the Ordinance and <br />stated that he was still not satisfied with this measure. Rev. Barber, <br />reading a prepared statement, asked that Council declare illegal the <br />temporary storage of hazardous waste at the old R. P. Thomas trucking <br />terminal on Fayette Street. Rev. James Hagwood, Rt. 1, Box 286, spoke <br />in favor of the Ordinance, characterizing it as a "step in the right <br />direction." Malvester Dixon, 622 Watt Street, made comments generally <br />expressing concern for the potential danger of the use of the old R. P. <br />Thomas terminal for the transient storage of hazardous waste. There <br />being no other public comment, Mayor McClain declared the public <br />hearing closed° Vice-Mayor Adams read a prepared statement detailing <br />the actions of both the City and the task force which was established <br />to examine this issue and summarized the results of the investigation <br />of the possible actions the City could take.
