It <br />does not affect a person in the process of disposing of an empty alco-. <br />holic beverage container, nor a person having in his possession an <br />alcoholic beverage container that had been opened and still contained <br />alcohol, but was secured with a lid. <br /> <br />Council considered a request by Tim Cahill, owner of the Martinsville <br />Phillies Baseball Team, to place a "Marlboro Man" billboard outsideof <br />the fence at Hooker Field. Mr. Cahill stated that the erection of a <br />pole outside the fence would allow for additional advertisement. It <br />was noted that the sub-lease between the City and the Martinsville <br />Phillies prohibited the Phillies from placing advertisement outside the <br />fence, therefore, the Administration did not recommend approval of this <br />request. Upon motion, duly seconded, and by a vote of one "aye" <br />(Councilman Draper) and four "nays", Council denied the request. <br /> <br />Upon motion, duly seconded and unanimous approval, Council set a public <br />hearing for its August 11, 1992, meeting on (1) a proposed ordinance <br />establishing a 4% Meals Tax, and (2) a proposed amendment to the City's <br />Zoning Ordinance regarding transient storage of hazardous waste. <br /> <br />Council acknowledged the Financial Report for the month ending June 30, <br /> <br />1992, as prepared by Director of Finance Richard D. Fitts. ~ <br /> <br />Mayor McClain noted that he and Vice-Mayor Adams would be out of the <br />City July 29 through August 9. Upon motion, duly seconded and by <br />unanimous vote, Council designated Councilman Oakes as Acting Mayor and <br />Councilman Williams as Acting Vice-Mayor during that time. <br /> <br /> <br />
