].33

TUESDAY, JULY 28, 1992

A regular semi-monthly meeting of the Council of the City of Martins-
ville, Virginia, with Mayor Allan McClain presiding, was held Tuesday,
July 28, 1992, in the Council Chamber, City Hall, beginning ~t 7:30
P.M. All members of Council were present: Allan McClain, Mayor;
George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and
Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its meeting of July
14, 1992, as circulated.

Upon motion, duly seconded and by unanimous vote, Council appointed
Janice B. Lawson to serve as Acting Clerk of Council due to the absence
of Lance G. Heater who was out of town.

Under Business From the Floor, Mrs. Thelma (Bobby J.) Pinkard of 208
Park Street and Mr. and Mrs. Stephen Andrew (Sharla L.) Raines of 125
Park Street expressed several concerns related to traffic on the
streets of their neighborhood. Mrs. Pinkard stated that, (1) the
streets are too narrow to accommodate the large trucks traveling to and
from the Sara Lee Knit Plant on Roy Street; (2) several years ago
(1988) she had come before City Council and they had discussed the
possibility of constructing an industrial access road to the Knit
Plant, but nothing had been done about it; (3) there was a problem with
vehicles speeding in the area; (4) there was a lackof police patrol
and enforcement in the area; (5) something needed to be done about
unsecured abandoned buildings because they are a potential danger
(citing the recent murder at an abandoned house on Aaron Street recent-
ly); (6) Park Street needs to be paved and the sidewalks upgraded; and
