TUESDAY, JULY 14, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, July 14, 1992 in the Council Chamber, City Hall, beginning at <br />9:30 A.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Vice-Mayor; Steve M. Draper; L. D. Oakes; and Clyde L. <br />Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meetings of June <br />23, July 1, and July 8, 1992 as circulated. <br /> <br />Under Business From the Floor, Reverend James Hagwood, Rt.1 Box 286, <br /> <br />stating that he was representing the group Sensible Concerns About <br /> <br />Toxics (SCAT), presented a petition to the Mayor which read as follows: <br /> <br />We, the undersigned citizens of Martinsville, Virginia, call <br />upon the Martinsville City Planning Commission and the <br />Martinsville City Council to rezone the area in and around <br />the old R. P. Thomas Trucking Company located on Fayette <br />Street. We want the zoning law changed so as to prohibit <br />trucks carrying hazardous waste from being parked and/or <br />stored on the trucking company site which is in the middle of <br />a residential area. Furthermore, we call for an ordinance <br />that would stop any trucks that are laden with hazardous. <br />waste from utilizing as a layover and/or storing facility any <br />sites that are in or near residential areas. <br /> <br />Also under Business From the Floor, Reverend William Barber, 413 <br /> <br />Fayette Street, also representing SCAT, stated that SCAT' would be <br /> <br />conducting a Unity March that evening to "bring attention to the <br /> <br />issue." Rev. Barber stated that there were at least three ordinances <br /> <br />which could be adopted: (1) an ordinance similar to the one requested <br /> <br />by the petition; (2) an ordinance mandating that hazardous waste can be <br /> <br />stored only in areas designated by the City; and (3) an ordinance <br />stating that hazardous waste can only be stored at least 500 feet away <br />from any residence.
