TUESDAY, JUNE 9, 1992 <br />meeting requirements were discussed in said Executive Session; and (2) <br />only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br />Vice-Mayor Groden explained that no action could be taken at this <br />meeting to appoint anyone to the School Board, as seven days must <br />elapse between the date of the public hearing and the date of the <br />actual appointment. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 92-6 amending Section VIII- <br />-Special Use Procedure, of the City/s Zoning Ordinance pursuant to a <br />request by Gregory L. Jackson on behalf of Ephesus Seventh Day <br />Adventist Church: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled June 9, 1992, that it does hereby amend the <br />City's Zoning Ordinance, Appendix B, Section VIII--Special Use <br />Procedure, by adding the following sections: <br /> <br />Special Uses Permitted in the C-1 and C-1A Districts Using the <br />Special Use Procedure. <br /> <br />Temporary, promotional, recreational, educational, or fund- <br />raising amusement activities or facilities of more than three <br />(3) days duration but no more than forty-five (45) days <br />duration, sponsored by civic, professional, fraternal, <br />institutional or religious groups or organizations <br />headquartered or located within the West Piedmont Planning <br />District, and conducted for community, religious or <br />benevolent purposes and located on property owned or leased <br />by the sponsor. Rides may be permitted, provided that such <br />shall be limited to horizontally rotating or circling rides, <br />coin-operated individual rides (either undulating or cam- <br />operated) havinga maximum vertical movement of eighteen (18) <br />inches. The petition for a special use permit shall be <br />accompanied by: <br /> <br />A list of rides and concessions proposed to be used in <br />the activity; <br /> <br />b. Approximate layout of the area to be used indicating <br /> <br /> <br />
