TUESDAY, JUNE 9, 1992 meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed or considered during said Session. Vice-Mayor Groden explained that no action could be taken at this meeting to appoint anyone to the School Board, as seven days must elapse between the date of the public hearing and the date of the actual appointment. Upon motion, duly seconded and by unanimous vote, Council adopted, on second reading, the following Ordinance No. 92-6 amending Section VIII- -Special Use Procedure, of the City/s Zoning Ordinance pursuant to a request by Gregory L. Jackson on behalf of Ephesus Seventh Day Adventist Church: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled June 9, 1992, that it does hereby amend the City's Zoning Ordinance, Appendix B, Section VIII--Special Use Procedure, by adding the following sections: Special Uses Permitted in the C-1 and C-1A Districts Using the Special Use Procedure. Temporary, promotional, recreational, educational, or fund- raising amusement activities or facilities of more than three (3) days duration but no more than forty-five (45) days duration, sponsored by civic, professional, fraternal, institutional or religious groups or organizations headquartered or located within the West Piedmont Planning District, and conducted for community, religious or benevolent purposes and located on property owned or leased by the sponsor. Rides may be permitted, provided that such shall be limited to horizontally rotating or circling rides, coin-operated individual rides (either undulating or cam- operated) havinga maximum vertical movement of eighteen (18) inches.
