I <br /> <br />rehabilitation of one (1) vacant dwelling providing an affordable housing opportunity for an estimated <br />3 LMI persons; the acquisition of one (1) sub-standard property presently creating severe blight and · <br />unsanitary living conditions and the associated relocation assistance of the 2 LMI occupants (100% <br />benefit); and the clearance of all blight conditions; the improvement of water service for neighborhood <br />residents located on Knowle Street; street resurfacing and drainage improvements along Oak Street, <br />Askin Street, Union Street, and Stultz Street, and a new cul-de-sac on Knowle Street and curb and <br />gutter improvements throughout the area, all resulting in the improvement of such conditions and .the . <br />provision of safety and improved circulation for the area; and interim assistance for neighborhood <br />clean-up throughout the entire Southside neighborhood benefiting all 72 occupied households (156 <br />people of which 134 are LMI - 86% benefit); and <br /> <br />WHEREAS, the City has committed $392,395 in capital funds and force account work to be used for <br />program administration, interim assistance, clearance, housing rehabilitation, streets and drainage <br />improvements in the area; and <br /> <br />WHEREAS, the City has committed $90,000 in capital and force account funds to be used to renovate <br />Oak Street Park which serves Southside Neighborhood residents; and <br /> <br />WHEREAS, said public improvements, housing rehabilitation and clearance activities will resolve <br />100% of all physical problems within the neighborhood; and <br /> <br />WHEREAS, the City of Martinsville properly advertised and conducted public hearings on January 26 <br />and April 13, 1999, which addressed the CDBG program and the proposed CDBG project application, <br />thereby meeting citizen participation requirements; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled <br />April 13, 1999, that the City Manager as the City Chief Executive Officer is authorized to hereby <br />execute and file all appropriate documents for Martinsville's 1999 Virginia Community Development. <br />Block Grant application totaling $739,200 in grant ~mds for a total project.cost of $1,221,595 and the <br />provide such additional information as may be required by the Virginia Department of Housing and <br />Community Development. <br /> <br />Attest: <br /> <br />Dewey P.
