REYNOLDS, JR. <br />City Manager <br /> <br />AUTHORIZING THE PREPARATION AND FILING OF AN APPLIICATION FOR <br />COMMUNITY IMPROVEMENT GRANT FUNDS THROUGH THE SMALL CITIES <br />VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br /> <br />WHEREAS, the City of Martinsville has previously participated in the Small Cities community <br />Development Block Grant (CDBG) Program as administered by the Virginia Department of Housing <br />and Community Development with the undertaking of the Moss/Barton Comprehensive Community <br />Development (CCD) Project and a planning study for the Southside Neighborhood; and <br /> <br />WHEREAS, the City has substantially completed both the Moss/Barton CCD Project and said South- <br />side Planning Study and has determined the Southside area as the number one priority for housing and <br />community improvement efforts; and <br /> <br />WHEREAS, the City of Martinsville is eligible for and wishes to submit a 1999 Comprehensive <br />Community Development application for the total of $739,200 to the Virginia Department of Housing <br />and Community Development for Virginia Community Improvement Grant (CIG) funds by April 21, <br />1999, for consideration during the 1999 CDBG funding round; and <br /> <br />WHEREAS, the City has completed its assessment of the Southside Neighborhood, a residential area <br />which. is blighted and experiencing deterioration of its housing stock and infi:astmcture; and has con- <br />dueted neighborhood meetings and completed the said needs assessment with the neighborhood advi- <br />sory group and residents who identified housing rehabilitation, street improvements, storm drainage, <br />and water improvements as the major needs and concerns that require immediate action; and <br /> <br />WHEREAS, a Comprehensive Community Development (CCD) improvement program has been <br />developed by the neighborhood and the city which includes a Preliminary Engineering Report (PER) <br />for the required public improvements approved and certified by the locally authorized water depart- <br />ment and the City of Martinsville's approved Housing Rehabilitation Loan Program; and <br /> <br />WHEREAS, the Martinsville City Council wishes to apply for Virginia Community Development <br />Block Grant (CDBG) funds to assist in implementing the Southside Comprehensive Community <br />Development Project, which will benefit 72 occupied households (an estimated 156 persons) of which <br />an estimated 62 households (134 LMI persons - 86.0%) are low and moderate income (LMI) persons <br />residing in the neighborhood; and <br /> <br />WItEREAS, said benefits would result from the implementation of the housing rehabilitation loan <br />program for 32 owner and renter occupied dwellings (69 LMI persons - 100% LMI benefit); sub- <br />stanti al reconstruction o f one ( 1 ) hous eho ld (2 LMI pers ons - 100 % b eriefit); the aequis ition and <br /> <br />55 WEST CHURCH STREET <br /> <br /> P.
