TUESDAY, APRIL 28, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, April 28, 1992 in the Council Chamber, City Hall, beginning at <br />7:30 P.M. All members of Council were present: Allan McClain, Mayor; <br />Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its April 8, 14, and <br />15', 1992 meetings as circulated and amended. <br /> <br />Under Business From the Floor, Mr. Leonard Jones, 103 Randolph Street <br />#6, and Mr'. Steven Jones, 611 Parkview Avenue, appeared to present a <br />proposal for a summer recreation program in Baldwin Park. Council <br />asked that these individuals meet with the City Manager to discuss <br />their ideas which could be used in conjunction with the Manager's <br />overall program for summer recreation in the City. City Manager Earl <br />B. Reynolds, Jr. stated that planning of the recreation program would <br />require time to meet with interested parties and to coordinate all <br />aspects of the program. <br /> <br />Council conducted a public hearing on a request by L. E. "Mike" Lester <br />on behalf of Piedmont Construction Corporation to abandon an <br />unimproved, unnamed street space located on the east side of Stephens <br />Street. It was noted that under the City's street abandonment policy, <br />the adjacent property owners divide the property equally and pay to the <br />City one-half of the appraised value of the property in addition to <br />having maps drawn and recorded showing the addition to their property. <br />Mr. Erwin Katz, 1040 Oak Street, stated that he opposed the street <br /> <br /> <br />
