comments from members of Council. <br /> <br />WEDNESDAY, APRIL 15, 1992 <br /> <br />Councilman Oakes said that the Schools need to prepare children to <br />compete in a global economy and that the education was a partnership <br />between the School Board, parents, City Council, and businesses in the <br />community. Councilman Oakes said that Council needed to ensure that <br />all persons employed by the City receive an appropriate pay increase <br />this year. <br /> <br />Councilman Adams said that teachers need help from parents to do their <br />jobs effectively by turning off the television, spending time with the <br />children, and seeing that they do their homework. <br /> <br />Councilman Williams said that the unemployment rate in the City was <br />high and that many citizens of the community were living below the <br />poverty level and yet these individuals would be asked to pay taxes to <br />fund the School Board budget. Councilman Williams said that he was <br />very interested in education and that Council would review all the <br />needs of the community and do their best to fund programs to meet those <br />needs. <br /> <br />Vice-Mayor Groden said that Council was concerned with the needs of the <br />Schools and that Council would try to do what they could to help. <br /> <br />Mayor McClain thanked all of the persons in attendance at the meeting <br />and expressed appreciation to the School Board. Mayor McClain said <br />that no decision on the School Budget could be made until the revised <br />contribution rate for the Virginia Retirement System was received. <br /> <br /> <br />
