WEDNESDAY, APRIL 15, 1992 <br />A special and duly-called meeting of the Council of~the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Wednesday, April 15, 1992, beginning at 4:30 P.M., in the Circuit <br />Courtroom, City Hall for the purpose of conducting a budget work <br />session with the School Division. All members of Council were present: <br />Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, <br />Jr.; Clyde L. Williams, and L. D. Oakes. All members of the School <br />Board were also present: Judith Matthews, Chairman; J.A. "Sonny" <br />Dykes; James H. Johnson, Jr.; Johnnie L. Jones; and William <br />Shackleford, Sr. Also present were School Superintendent S. Harold <br />Lamm and members of his staff. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Mr. Lamm made opening remarks regarding the School <br />Budget (and education in general), gave an overview of the request, and <br />provided members of Council with supplemental material which had been <br />requested by them. The School Board budget request called for an <br />additional $421,180 in local revenue, whereas the City Manager's budget <br />proposal contains no additional local funds for the School Division. <br /> <br />In response to a question by Councilman Oakes, Mr. Ron Epperly, Asst. <br />Superintendent for Finance/Administration, stated that 85% of the <br />requested increase in the School Budget request is for salary <br />increases. <br /> <br />In response to a question by Councilman Oakes, Mr. Lammstated that the <br />School Division developed a five-year plan for computer technology and <br />that the budget request was in line with the plan. <br /> <br /> <br />
