TUESDAY, MARCH 24, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, March 24, 1992 in the Council Chamber, City Hall, beginning at <br />7:30 P.M. All members of Council were present: Allan McClain, Mayor; <br />Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its March 10, 1992 <br />meeting as circulated. <br /> <br />A presentation was made by the Police Department of the Outstanding <br />Citizen of the Year award to Ms. Mimi Riggan, 947 Mulberry Road. Chief <br />of Police Terry L. Roop reviewed Ms. Riggan's association with the <br />Police Department as a volunteer beginning in 1976 and expressed <br />appreciation to Ms. Riggan on behalf of the Department for her service <br />to the community. Mayor McClain, City Manager Earl B. Reynolds, Jr., <br />and members of Council congratulated and expressed appreciation to Ms. <br />Riggan. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council endorsed a <br />Priority Project List for the 1992 Regional Overall Economic <br />Development Program as follows: Type I--Smith Lake Road Housing <br />Development Project; Church/Moss Street Community Development Project; <br />Commerce Court Industrial Site; Clearview Industrial Site; Type II-- <br />Adaptive Reuse of Vacant Buildings; Jones Creek Industrial Site; Job <br />Training; Lavinder Street Industrial Site; Type III--EDA Revolving Loan <br />Fund; Market Street Incubator; Multi-Purpose Facility.
