TUESDAY, FEBRUARY 25, 1992 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martins- <br />ville, Virginia, with Mayor McClain presiding, was held on Tuesday, <br />February 25, 1992, at 7:30 p.m., in the Council Chamber, City Hall. <br />Members of Council present were: Allan McClain, Mayor; George B. <br />Adams, Jr.; L. D. Oakes, and Clyde L. Williams. Vice-Mayor Alfred T. <br />Groden was absent, being out-of-town. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meetings held <br />February 10 and 11, 1992, as circulated. <br /> <br />Under business from the floor, Council referred two matters, for.which <br />citizens were present to express concern, to Acting City Manager Lance <br />Heater for review, as follows: (1) Nathaniel Hairston of 827 Smith <br />Road was concerned about excessive water runoff after rainfall at <br />property owned by him at 413 Second Street; and (2) Annie Belle King, <br />owner of Annie Belle's Beauty Shop at 313 Fayette Street, and Reverend <br />Otis Finney, Pastor of The Word of Faith Church at 811 Fayette Street, <br />expressed concern for lack of adequate parking spaces and time limits <br />for them and their customers in the area. Mr. Heater noted that when <br />the street improvements were initially made on Fayette Street the City <br />failed to replace parking limit signs until recently when 20-minute <br />limit signs were installed. The City had received several complaints <br />and, after discussing this matter, the Administration had decided to <br />replace the 20-minute signs with 2-hour parking limit signs, which they <br />felt would be sufficient for customers in the area. Ms. King was not <br />only concerned about parking for her customers, but for herself. Mr. <br />Heater noted that there were no municipal parking lots in thi~ area of <br />the City. <br /> <br /> <br />
