TUESDAY, JANUARY 28, 1992 <br />The Council of the City of Martinsville, Virginia, with Mayor Allan <br />McClain presiding, reconvened for their regular semi-monthly meeting at <br />7:30 p.m., in 'the COuncil Chamber, City Hall. All members of Council <br />were present as previously listed above. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meeting held <br />January 14, 1992, as circulated and amended. <br /> <br />Upon motion, duly seconded, and unanimous vote, Council reappointed <br />Mrs. Janice B. Lawson as Acting Clerk of Council following her recent <br />absence because of illness. <br /> <br />Council presented a retirement stipend to Mr. <br />Firefighter, with seventeen years of service. <br />present at the meeting. <br /> <br /> Giles H. Martin, <br />Mr. Martin was not <br /> <br />Council accepted a report by Mr. George Gautsch, Chairman of the Blue <br />Ridge Regional Library Board, on the Library's response to behavior <br />problems by students from the Martinsville Junior High School in the <br />afternoons following dismissal of school. He stated that they had been <br />hiring off-duty City Policemen for a couple of hours each afternoon to <br />maintain control and this had been successful, but it is costing the <br />Library extra money. He noted that they had contracted with a private <br />security firm to begin working the first of February. The total <br />projected cost for this fiscal year will be $4,176. Mr. Gautsch stated <br />that the. Library Board wanted Council to be awar~ of'thisexpense and <br />if there is no other solution to this problem, the Library will be <br /> <br /> <br />
