VII. Consider adoption of a Resolution authorizing the preparation and filing of an application for a 1999 Planning Grant under the Virginia Community Develop- ment Block Grant Program to address housing and community development needs' for the old R. P. Thomas property. (See Enclosure #6) COMMENTS: Mr. Ken Poore ofK. W. Poore & Associates will attend your meeting to explain and answer questions regarding this project. We recommend that Council adopt the Resolution as prepare& VIII. Consider authorizing the Mayor to execute an Agreement for the use of the City' s solid waste disposal facility by Henry County. (See Enclosure #7) COMMENTS: As you are aware, the Henry County Board of Supervisors authorized its Chairman to sign this Agreement for the County to use the City's Landfill from July 1, 1999 to June 30, 2001. We recommend that Council authorize the Mayor to execute this Agreement on behalf of the City. IX. Consider approval, on first reading, of Ordinance No. 99-4 amending Appendix A --Schedule of Water and Sewer Service Rates of the City' s Terms and Conditions for Water and Sewer Service. (See Enclosure #8) COMMENTS: Please note that the changes in water and sewer rates are for high-volume users and will only be effective from April 1, 1999 through March 31, 2001. We recommend that Council approve this Ordinance on first reading. X. Consider a request by Lafayette Jones to address City Council regarding the homeless situation in Martinsville and Hertry County. COMMENTS: Mr. Jones has requested this time on the agenda. XI. CONSENT AGENDA: Accept and appropriate $24,036 received from the State for the Personal Property Tax Relief Act into Revenue 01-000500-230300 Commissioner of the Revenue to be appropriated to various line items as determined by the Finance Director in the General Fund for the Commissioner's Office. Accept and appropriate $28,955 received from the State for the Personal Property Tax Relief Act into Revenue 01-000500-230400--Treasurer to be appropriated to various line items as determined by the Finance Director in the General Fund for the Treasurer' s Office. Ce Accept and appropriate $23,797 received from the State Compensation Board into Revenue 01-000500-2307000 Clerk of Circuit Court to be appropriated to 01-210600-7002000 Office Equipment in the General Fund for upgrad- ing the Records Indexing System in the Circuit Court Clerk's :Office.
