Enclosure -#4

MEMORANDUM

CITY OF MARTINSVILLE

DATE:

TO:

FROM:

RE:

CC:

FEBRUARY 17, 1999

Ead B. Reynolds, Jr., City Manager

Thomas L. Harned, Assistant to the City Mgr. for
Development

Overall Economic Development Program Priority Projects
1999-00

West Piedmont Planning Distdct Commission

The City of Martinsville, Overall Economic Development Program Priority Projects for
1999-00 and the corresponding list for 1998-99 are forwarded herewith for your review
and recommendation to City Council. The West Piedmont Planning District has
requested our priority list, with City Council's letter of endorsement no later than
February 26, 1999. Therefore we are requesting action by City Council at their
February 23rd meeting.

The significant changes from last year are:

Priority 1 Projects

· Development of the Rives Road Industrial Park has been updated to reflect our
ongoing commitment to this project. Depending upon the timing, some grant and/or
low cost loan opportunities may be available. The availability of rail service
enhances the value of this park and ddves the need to move forward aggressively.

· Clearview Business Park (CBP) funding has been changed to grade the remaining
two sites. The breakdown of anticipated funding is $500,000 from the U.S.
Economic Development Administration (EDA) and/or the Virginia Department of
Housing and Community Development (DHCD). These anticipated sources of
funding are speculative. We believe that we are well positioned with DHCD and that
CBP meets their cdteria for funding. The number of additional jobs created is 200.

· The Farmer's Market has been added as a Pdodty 1 project. The upgrading and
relocation of the Farmer's Market was proposed in the UpTown Action Plan
developed in 1994. The Martinsville Uptown Revitalization Assodation and the
Extension Service have endorsed this project. !t is our belief that substantial pdvate
funding may be available for this project. A design has been developed based on
markets in Salem, Bedford, Greensboro and Rocky Mount.
