13 <br /> <br />TUESDAY, FEBRUARY 23, 1999 <br />Assistant to the City Manager for Development, reviewed the items on the Priority Projects list, which <br /> <br />included Priority One and Priority Two projects. Projects listed and discussed included Rives Road <br />Industrial Park, Clearview Business Park, the Farmer's Market Project, and the City's Uptown Rail Trail <br />Project. Council Member Haskell stated that she did not consider the Farmer's Market to be at the same <br />priority level as other Priority One Projects. Council Member Dallas agreed with this statement, saying <br />that more ought to be done to improve the existing Farmer's Market on Fayette Street first. Vice Mayor <br />Teague then confirmed that there was no commitment of funding by Council's action at this time, and that <br />priorities on the list could be changed later as needed. Council then approved the City's Overall <br />Economic Development Program Priority Projects list for 1999-2000 as a part of the West Piedmont <br />Planning District Commission's 1999 Regional OEDP, and authorized the City Manager to execute a <br />letter expressing the City's desire to maintain its status as a Redevelopment Area under the Economic <br />Development Administration, by the following vote, all members voting: <br /> <br />Vote: 4-0 <br /> <br />Yeas: (4) Dallas, Haskell, Roop, Teague. <br /> <br />Nays: (0) None. <br /> <br />A copy of Council's Priority List is attached and made a copy of this official record. <br /> <br /> Council next considered a Financial Report ~'om the City' s Finance Director, Wade Bartlett. Mr. <br />Bartlett cited such positive items as revenues ahead of projections by $739,000, greater business sector <br />activity, an increase in Local Sales and Use Tax receipts, and the fact that Expenditures were nmning <br />more than $ l million dollars less than expected for the year. In addition, Mr. Bartlett stated that there was <br />a $300,000 lower decrease in overall fund balances than at the same time in the previous year. Mr. <br />Bartlett closed by stating that overall budget goals were being met or exceeded. Vice Mayor Teague <br />thanked him for a very positive report, as did Council Member Dallas. <br /> <br /> <br />
