Dr. Trollinger stated that Mr. David Bandy, Project Architect, had commented <br /> <br />that this will be a very special school, with physical elements and programming not found in <br />many schools for third, fourth and fifth grade students, and the work there wo.uld result in a <br />project in which the entire community could take pride. <br /> <br /> Mrs. Thelma Pinkard spoke next from the floor, calling upon the Council and City <br />Manager to address problems in the area of Moss Street and Market Street, where a shooting had <br />recently occurred. City Manager Earl Reynolds reminded those present that the concept <br />planning for the new jail facility contained elements that would result in positive changes to the <br />area of Moss Street that Mrs. Pinkard had referenced, but that no final decisions had been made <br />on this project. He also noted that several properties in the referenced area of Moss Street had <br />been boarded up. Council Member Haskell stated that the neighborhood was not a safe place. <br />Vice-Mayor Teague noted that a proposed rental certification program might improve on such <br />conditions throughout the City. Mrs. Pinkard stated that it was up to Council to keep the City's <br />streets safe. Council Member Roop stated that the City's Building Officials were working to <br />restrict further conversions of single-family dwellings that would result in the kind of problems <br />found on Moss Street. Mrs. Pinkard then commented on the problem of trash dumping near <br />Rivermont Apartments, an abandoned car on a property off Commonwealth Boulevard, and <br />unsightly exposed sewer lines coming from homes near Fayette Street. Others commented on <br />exposed lines between Williams Street and Bethel Lane. <br /> <br /> <br />
