Mr. Hubbell noted that necessary <br /> <br />improvements to storm drainage issues at the R. P. Thomas site would also be accomplished, and showed <br />drawings of the improvements to be made. He then provided an estimated project budget, showing a total <br />project cost of $500,000. Mr. Earl Reynolds, City Manager, stated that the proposed source of funds for the <br />project was revenue from enterprise funds over a two-year period. Vice-Mayor Tea~ue asked what the <br />consequences would be if the work described were not done. Mr. Reeves stated that the grade off Swanson <br />Street would be too severe to allow for passage into the proposed entrance. Mr. Hubbell went on to say that <br />the improvements would require the use of 30,000 cubic yards of fill dirt. Vice-Mayor Teague asked if the <br />grade could be improved without doing the proposed amount of work on Swanson Street, and was told that it <br />could not be done to an adequate degree. Mr. Hubbell again pointed out that significant savings in costs <br />would be achieved by using fill material from the R. P. Thomas site and the Harrison house site. Council <br />Member Dallas noted the advantage of improvements to drainage at the R. P. Thomas site, and stated that he <br />would also like to see funds from the recent sale of City property to Mr. Smart Thomas be used to provide <br />for the work on Swanson Street. Mr. Reeves then stated the need to move ahead on the project <br />expeditiously. Council Member Roop noted his prior understanding that the Swanson Street project was an <br />optional issue, and expressed his opinion that this project should have been included within the Albert Harris <br />Project, rather than as a separate item. Mayor Crabtree stated that he did not believe the $500,000 cost of the <br />Swanson Street work would have changed the decision on renovation versus new construction on the school <br />project. Both Mayor Crabtree and Council Member Haskell stated that they had always understood the <br />Swanson Street work to be essential to the school project, and not optional. Vice-Mayor Teague and Council <br />Member Roop stated that they had always understood the Swanson Street work to be an optional project <br />enhancement item. Council Member Dallas stated his belief that this work had needed to be done all along. <br />Vice-Mayor Teague asked if there might be a lower cost option for the needed work, and was told there was <br />not. Council Member Dallas asked if the School Board had seen the plans for the Swanson Street work, and <br />was informed that they had seen an earlier version, not the final documents.
