THURSDAY, FEBRUARY 4, 1999 <br />A special and duly-called meeting of the City Council of the City of Martinsville, Virginia, with <br />Mayor Mark A Crabtree presiding, was held Thursday, February 4, 1999, in Room 200, City Hall, beginning <br />at 11:00 a.m.. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice-Mayor; and Council Members Brace H.T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> ; <br /> <br /> The purpose of the meeting was a Work Session on two items: (1.) A presentation by City staff and <br />consultants on improvements to be made to Swanson Street, in conjunction with the renovation of Albert <br />Harris School; (2.) Presentation of information on utility work to be done at the former Tultex facility on <br />Moss Street. <br /> <br /> Mr. David Reeves, Architect with the firm of Dewberry & Davis and former City staff member, <br />began the presentation on the Swanson Street project. Mr. Reeves explained that the purpose of the project <br />was to raise the level of Swanson Street so as to create a more accessible entrance to Albert Harris School at <br />the location of the new bus access and turnaround area. He noted that the project included the acquisition <br />and removal of the Harrison house, at the comer of Smith and Fayette Streets, and that the intersection of <br />Smith and Fayette would be much improved in terms of traffic flow and site distance issues. Mr. Reeves <br />also stated that project work would be done so as to have minimum impact on traffic flow by doing most of <br />the work in the summer, while school was out of session, with all work to be finished by October of 1999. <br />Council Member Dallas asked if the Harrison house might be moved to a vacant site on Moss Street, and Mr. <br />Reeves stated that this was being considered. Vice-Mayor Teague asked how traffic problems at Smith and <br />Fayette would be improved, and was told that the major problem of mixing of bus traffic with cars would be <br />greatly reduced by having separate access and loading/unloading areas for each. Further explanation of <br />traffic flow patterns was then provided. Mr. Smart Hubbell, of Mattera & Craig Engineers, then described <br />how project savings would be accomplished by providing fill material for the Swanson Street work from site <br />work to be done at the former R.
