TUESDAY, JANUARY 14, 1992 <br /> A regular semi-monthly meeting of the Council of the City of <br /> Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br /> Tuesday, January 14, 1992, beginning at 9:30 A.M., in the Council <br /> <br />~'~ 'Chamber, City Hall. All members of Council were present: Allan <br /> McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br /> Clyde L. Williams, and L. D. Oakes. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its regular meeting <br />of December 10, 1991 and special meeting of December 17, 1991, as <br />circulated and amended. <br /> <br />Under business from the floor, Mr. W. Holladay Yeaman, 1513 Sam Lions <br />Trail, expressed concern to Council that he had been denied a copy of <br />a legal opinion written by City Attorney David B. Worthy, wherein Mr. <br />Worthy interpreted certain provisions of the F.O.I. Act related to <br />committees and sub-committees created by the governing body. Mr. <br />Worthy responded that he felt the letter was a confidential <br />communication between an attorney and client and, therefore, that he <br />should get permission from his client who, in this case, was City <br />Council before he released the letter to Mr. Yeaman. For the record, <br />Mr. Yeaman gave the Clerk a prepared statement affirming his concerns <br />on this matter. Copies were later made and distributed to members of <br />City Council. <br /> <br />Updn motion, duly .seconded and by unanimous vote, CoUncil appointed <br /> <br /> <br />
