TUESDAY, JANUARY 12, 1999 <br />project and budget, stating that the need for facilities was prompted by the need to consolidate office <br /> <br />operations which were currently housed in four separate office locations in the City. He stated that the <br />total project budget was $2.4 million, with $1.6 million to come from a loan from Patrick Henry National <br />Bank, with debt service on the loan to be paid from lease savings as a result of consolidation of the office <br />activities now located in leased space. Mr. Tobin stated that the balance of funds for the project would <br />come from contributions from other sources, including the City and Henry County, private businesses and <br />individuals. The above listed items related to the Piedmont Community Services project were approved, <br />by the following vote, all members voting: <br /> <br />Vote: 5-0 <br /> <br />Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague. <br /> <br />215 <br /> <br />Nays: (0) None. <br /> <br /> Council next considered adoption of the City' s 1999 Legislative Statements related to <br />matters being considered by the General Assembly. City Manager Earl B. Reynolds, Jr., reviewed and <br />summarized a suggested list of legislative priorities for Council' s consideration, which included priorities <br />in the areas of Public Education, Urban Redevelopmerit, Human Services, Commerce and Trade, Taxation <br />and Fees, the Commission on the Condition and Future of Virginia Cities, Adult Corrections, and <br />Transportation issues. Vice-Mayor Teague suggested that, with regard to the priority of support of the <br />work of the Commission on the Condition and Future of Virginia Cities, Council also support this groups <br />consideration of a review of the structure of government in the Commonwealth, with the goal of finding a <br />structure which will allow revenue growth for cities without doing harm to neighboring jurisdictions. <br />Council Member Haskell stated that it-should be suggested that this issue be handled by a Blue Ribbon <br />Commission on Revenue Base and Service Responsibilities. Council Member Roop stated that existing <br />study work of the Commission should be supported, with which Ms. Haskell agreed, as well as endorsing <br />support of the Virginia Municipal League study.
