responsible and cost effective ways. <br /> <br /> THURSDAY, DECEMBER 10. 1998 <br />City Manager Earl B. Reynolds, Jr. referred to the efforts as flow control <br /> <br />without calling it flow control. <br /> <br /> Council next received a presentation from Mr. Joyce and Ms. Jan MeHargue, also of Joyce <br /> <br />Engineering, on current conditions and issues related to the Martinsville City Landfill. This presentation <br /> <br />began with a brief history of the landfill, which had begun operations in 1971. It was noted that the landfill <br />had been built over three streams which were currently piped beneath the fill areas, and that the staff of Joyce <br />Engineering, in concert with City staff, had discussed several ways to mitigate and protect against the possible <br />failure of any of the existing pipes and circumstances related to such failure. Ms. McHargue then presented <br />their firm's analysis of the piping system with regard to hydraulic capacity, and various pipe failure scenarios <br />under both existing conditions and with remedial measures in place. Three drainage areas related to the three <br />pipes in use were described, with varying degrees ofponding, flooding and impact to the landfill. Remedial <br />measures considered were then presented, including tunneling and placement of new pipes, provisions for <br />bleeding down trapped water following pipe failure, purchase of additional property to avoid problems for <br />adjacent landowners, installation of a supplemental pump system and a water level monitoring system, and <br />slope protection measures. Ms. McHargue concluded with a recommendation of four remedial activities <br />which could be implemented independently or in combination. These measures included installation of bleed- <br />down pipes, to be sleeved within the existing pipes; purchase of additional property in areas where flooding <br />might occur; installation of water level monitoring equipment to provide early warning of pipe failure and <br />flooding; and installation of a synthetic liner on the face of the landfill to provide slope protection from water <br />intrusion beneath the landfill. <br /> <br />Further discussion then occurred among Council Members, City staff and Joyce Engineering staff <br />regarding elements of the remediation presentation and cost estimates for some of the recommended work. <br /> <br /> <br />
