TUESDAY, OCTOBER 26, 1993 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, October 26, 1993 at the Sara Lee Training Center, Market <br />Street, beginning at 8:30 A.M. All members of Council were present: <br />Allan McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. <br />Draper; L. D. Oakes; and Clyde L. Williams. <br /> <br />The regular meeting commenced in the form of a retreat with members of <br />the Martinsville City School Board. All members of the Board were <br />present: Judith Matthews, Chairman; J. A. "Sonny" Dykes, Vice- <br />Chairman; Bernie F. Gray, Jr.; James H. Johnson, Jr.; and William A. <br />Shackleford, Sr. Facilitating the retreat was R. David Blackman, <br />President, R. David Blackman & Associates of Greensboro, North <br />Carolina.' <br /> <br />Among topics discussed during the session were: quality of life, <br />community problems, citizen/business expectations, identification of <br />special interest groups in the community, the respective roles of <br />Council and the School Board, problems in the Council/School Board <br />relationship, methods to improve the Council/School Board relationship, <br />methods to improve the annual Budget process, and visions/goals for the <br />City Schools. <br /> <br />The meeting was declared in recess at 2:00 P.M. <br /> <br />The meeting was reconvened at 7:30 P.M. in the Council Chamber, City <br />Hall, with all members of Council present, in order to conduct the <br />regular monthly meeting agenda. <br /> <br /> <br />
