TUESDAY, OCTOBER 12, 1993 <br />requesting Henry County citizens to also observe Halloween on this <br />date; and (5) Vice-Mayor Adams asked the City Manager to review a Water <br />and Sewer rate report issued by Draper Aden Consulting Engineers in <br />order to determine if any additional fees charged by other localities <br />would be appropriate for the City's Water/Wastewater utility. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded and by unanimous recorded vote, Council convened <br />into Executive Session for the purpose of discussing the following: <br />(1) possible acquisition of property for public use, as authorized by <br />Subsection 3; (2) consultation with legal counsel, as authorized by <br />Subsection 7; (3) consultation with legal counsel, as authorized by <br />Subsection 7 (a separate matter); and (4) consultation with legal <br />counsel as authorized by Subsection 7 (a separate matter). At the <br />conclusion of this Executive Session, each member of Council certified <br />that (1) only public business matters exempt from open meeting <br />requirements were discussed in said Executive Session; and (2) only <br />those business matters identified in the motion convening the Executive <br />Session were heard, discussed or considered during said Session. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to enter into negotiations with the Henry County <br />Public Service Authority toward development of a joint use wastewater <br />treatment plant sludge composting facility capable of composting 30,000 <br />tons of dewatered sludge annually. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to offer Henry County an extension of the current <br />agreement for use of the City Landfill by Henry County customers, under <br /> <br /> <br />
