TUESDAY, OCTOBER 12, 1993 <br /> <br />mandates on our governments and the pocketbooks of our citizens; and <br /> <br />BE IT FURTHERRESOLVED that the Martinsville City Council plans to take <br />every opportunity to inform members of our Congressional and General <br />Assembly delegations about the impact of Federal and State mandates and <br />plans to work with the delegations to reduce the burden of unfunded <br />mandates on our citizens; and <br /> <br />BE IT FURTHER RESOLVED that the Martinsville City Council hereby <br />proclaims October 27, 1993, to be "Unfunded Mandates Day in the City of <br />Martinsville, Virginia," in observance of National Unfunded Mandates <br />Day. <br /> <br />Council considered adoption of two Resolutions authorizing the Chief of <br />Police to execute two law enforcement support agreements, as follows: <br />(1) West Piedmont Planning District Manpower Pool Agreement; and (2) <br />West Piedmont Homicide Investigation Squad Agreement. In response to <br />questions by Mayor McClain and Vice-Mayor Adams, Major David Edwards, <br />Assistant Police Chief, explained that both agreements provide for <br />mutual aid to be given by regional law enforcement agencies and that <br />overtime pay, if any, (along with regular pay) would be paid by the <br />"sending" jurisdiction while providing services to the jurisdiction <br />requesting assistance. Vice-Mayor Adams noted that the Manpower Pool <br />Agreement did not contain language regarding severability and duration <br />as contained in the Homicide Investigation Squad agreement, and made a <br />motion to amend the Manpower Pool Agreement to include this language. <br />However, no second was made to the motion, and City Attorney Worthy <br />assured Council that other language in the Manpower Pool Agreement <br />provided for termination of the agreement. Upon motion, duly seconded <br />and by unanimous vote, Council adopted the following Resolutions: <br /> <br /> APPROVING AN AGREEMENT PROPOSED BY <br /> THE POLICE CHIEFS AND SHERIFFS OF <br /> THE WEST PIEDMONT PLANNING DISTRICT <br /> FOR A MANPOWER POOL AND DESIGNATING THE POLICE CHIEF <br />AS THE CHIEF LAW ENFORCEMENT OFFICER FOR THE CITY OF MARTINSVILLE <br />UNDER SAID AGREEMENT AND <br /> AUTHORIZING THE EXECUTION OF SAID AGREEMENT <br /> <br />WHEREAS, an emergency situation may require the reinforcement of local <br /> <br /> <br />
