148

TUESDAY, AUGUST 24, 1993

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Vice-Mayor George B. Adams, Jr. presiding,
was held Tuesday, August 24, 1993 in the Circuit Courtroom, City Hall,
beginning at 7:30 P.M. The following members of Council were present:
George B. Adams, Jr., Vice-Mayor; Steve M. Draper; and Clyde L.
Williams. Absent were Mayor Allan McClain and L. D. Oakes, who were
away from the City.

After the invocation, followed by Vice-Mayor Adams' cordial welcome to
visitors present, Council approved the minutes of its meeting of August
10, 1993 as circulated.

Under Business from the Floor, Gail Cheney, a resident of Henry County,
stated that at the August 23, 1993 Henry County Board of Supervisors
meeting a candidate for the Board spoke "with suspicion on whether the
City would cooperate with the County." Ms. Cheney asked the members of
Council for their views on cooperation or consolidation with the
County, to which the members present stated they were generally in
favor of cooperation and eventual consolidation.

Council conducted a public hearing on several proposed amendments to
the City's Zoning Ordinance. Upon motion, duly seconded and by
unanimous vote, Council decided to conduct the public hearing at this
meeting and continue it until the September 14, 1993 meeting of Council
in order that all members of Council would have the opportunity to hear
the views of citizens on these matters. In conducting the public
hearing, Vice-Mayor Adams read each section of the proposed amendments
and asked for public comments with regard to each specific section.
Although some comments were made during portions of the public hearing
