TUESDAY, AUGUST 10, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, August 10, 1993 in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; <br />and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meeting of July <br />27, 1993 as circulated. <br /> <br />Under Business from the Floor, Gloria Hylton, 402 Second Street, and <br />Louise Penn, 503 Second Street, appeared to ask for improvements to a <br />storm drainage ditch which conveys water from a large area in the West <br />Side of the City through Ms. Penn's property. City Manager Earl B. <br />Reynolds, Jr. said the City Administration was in the process of <br />developing a revised policy on stormdrainage to present to Council for <br />its consideration. Mr. Reynolds stated he would include a <br />recommendation as to any action related to the drainage situation <br />referenced by Ms. Hylton and Ms. Penn. <br /> <br />Council was presented with cordless headphones for use in the Council <br />Chamber by hearing-impaired citizens which were donated by the <br />Martinsville Lions Club. Past President Charles Cooper was present to <br />make this presentation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 93-12: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br /> <br /> <br />
