· 038D~, ~0~ 2~, 1993

~ regular ~emL-mo~t~l~ ~eet~g of t~e ~o~e~l of t~e e~ty of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, July 27, 1993, in the Council Chamber, City Hall, beginning at
7:30 P.M. All members of Council were present: Allan McClain, Mayor;
George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and
Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its July 13, 1993
meeting as circulated.

Under Business From the Floor, Erwin Katz, 1038 Oak Street, stated he
had witnessed a chase involving several police agencies (including the
City Police) who were pursuing a suspect through the City at a high
rate of speed. Mr. Katz said his vehicle had nearly been involved in
an accident as a result of the chase. In response to a question by
Councilman Oakes, City Manager Earl B. Reynolds, Jr. stated he would
report on the matter after the investigation is complete.

Upon motion, duly seconded and by unanimous vote, Council approved, on
first reading, Ordinance No. 93-12 amending Chapter 12--Motor Vehicles
and Traffic, Section 12-2--Adoption of State Law Generally, and Section
12-3--Adoption of State Law as to Driving While Intoxicated, and
repealing Section 12-140--Adoption of Amendments and Additions to Motor
Vehicle Laws by Reference, of the City Code. Commonwealth's Attorney
J. Randolph Smith was present to explain that adoption of the Ordinance
would enable the City Code to automatically incorporate new statutes
adopted by the General Assembly.
