TUESDAY, JUNE 22, 1993 <br /> <br />Compensation Board policy was to leave positions which become vacant <br />unfilled for a period of 30 calendar days. In addition, this period is <br />extended to cover any annual leave payment made to the departing <br />employee. Mr. Minter requested that Council fully fund a position of <br />Deputy Commissioner which would become vacant as of July 1, 1993 for a <br />period of 37 days at an increased local cost of $973.57. Mr. Minter <br />described the position as crucial to the operation of his Office. <br />Several Councilmen said the State's policy was unfair and a method by <br />which the State is able to shift costs to the localities. Upon motion, <br />duly seconded and by unanimous vote, Council approved the additional <br />local cost in the amount requested. Also upon motion, duly seconded <br />and by a vote of 4 "yes" and 1 "no" (Mayor McClain), Council asked the <br />City Manager to write a letter to the~ State Compensation Board <br />requesting reimbursement for the additional local expense which will be <br />incurred and to write a letter to area legislators asking for a change <br />in this policy. Mayor McClain explained he was voting against the <br />motion because, in light of the projected State revenue shortfall, such <br />a request was unlikely to change this policy. <br /> <br />Council considered approval of a transfer of unspent FY 92-93 Capital <br />monies in the General Fund back to the Capital Reserve Fund. The City <br />Manager explained that Council had appropriated an additional $278,350 <br />to the FY 92-93 General Fund budget to fund the FY 92-93 Capital <br />Expenditure Program. After actual expenditures, encumbrances, and <br />anticipated reappropriations, $29,383 remains unspent from this source. <br />Upon motion, duly seconded and by unanimous vote, Council approvedthe <br />transfer of funds as requested. Several members of Council commended <br />the Administration for working to contain costs in this program. <br /> <br /> <br />
