TUESDAY, JUNE 22, 1993 <br /> <br />section 12-3, shall be defined and interpreted to include all such laws <br />in effect on July 1, 1993. <br /> <br />BE IT FURTHER ORDAINED that, an emergency existing, this Ordinance <br />shall be effective on and after July 1, 1993. <br /> <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />93-10 repealing Section 24-6--Possession of a Loaded Firearm by a <br />Juvenile of Chapter 24--Weapons, of the City Code. Mayor McClain <br />explained adoption of the Ordinance was necessary due to action of the <br />1993 General Assembly which repealed the State statute enabling the <br />City to adopt the Ordinance adding Section 24-6 to the City Code. <br />Commonwealth's Attorney J. Randolph Smith noted the new law would make <br />this offense a violation of the State Code and would contain greater <br />penalties. Upon motion, duly seconded andby unanimous vote, Council <br />adopted the following Ordinance No. 93-10: <br /> <br />WHEREAS, the Virginia General Assembly during its 1993 Session amended <br />the CODE OF VIRGINIA, Section 18.2-308.7 thereby repealing Section <br />18.2-287.3 which allowed localities to adopt ordinances making it <br />unlawful for any person under the age of eighteen to carry or have in <br />his possession while in any public place or upon any public highway a <br />loaded firearm, to be effective July 1, 1993; and <br /> <br />WHEREAS, on November 26, 1991, the Council of the City of Martins- <br />ville, Virginia, did adopt Ordinance No. 91-18 which amended the City <br />Code by adding Section 24-6--Possession of Loaded Firearm by Juvenile <br />of Chapter 24--Weapons setting forth same and penalties therefor; now, <br />therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled June 22, 1993, that it does hereby amend <br />Chapter 24--Weapons of the City Code by repealing Section 24-6-- <br />Possession of Loaded Firearm by Juvenile, and <br /> <br />BE IT FURTHER ORDAINED that, an emergency existing, this Ordinance <br />shall be effective on and after July 1, 1993. <br /> <br />Council considered a request by the Commissioner of Revenue for <br />additional local funds in FY 93-94 to allow his office to fill a <br />vacancy as a result of a retirement.
