TUESDAY, JUNE 22, 1993
A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, June 22, 1993 at the Druid Hills Elementary School beginning
at 7:30 P.M. All members of Council were present: Allan McClain,
Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes;
and Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, the Mayor announced that the first item of business
would be to conduct a Neighborhood Town Meeting.

Dewey G. Weaver, 1603 Mulberry Road, inquired as to the status of the
Council's request to the Virginia Department of Transportation to
construct a four lane road on Liberty Street from the City limits to
the Jones Creek underpass. City Manager Earl B. Reynolds, Jr., said
unless the Department provides additional funding to Martinsville, all
monies designated for highway construction in the City for the next six
years would be dedicated to the Commonwealth Boulevard extension
project. Mr. Weaver also asked if grant funds could be received to
improve the area between the Liberty Fair Mall and the Uptown area.
Mr. Reynolds said no grant funds were available at the present time,
but he was hopeful that funds would be available in the future.
Finally, Mr. Weaver asked if property owners in the Uptown area would
be involved in the revitalization effort. Mr. Reynolds replied that
the Downtown Revitalization Association would be contacting property
owners in the near future.

Lafayette Jones, 501 Second Street, asked for an expedited review of
the request he made at the May 24, 1993 Council meeting for pedestrian
