TUESDAY, MAY 11. 1993 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, May 11, 1993, in the Council Chamber, City Hall, beginning at <br />9:30 A.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and <br />ClydeL. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its April 22, 23 and <br />27, 1993 meetings as circulated. <br /> <br />Under Business From the Floor, the following comments were heard: (1) <br />Douglas K. Frith, Attorney for Prillaman and Pace, asked Council to <br />establish heavy construction equipment as a separate class for tangible <br />personal property taxation purposes; (2) Richard Prillaman, 1410 <br />Mulberry Road, stated the proposed increase in personal property tax <br />assessment ratio from 55% to 75% would cost Prillaman and Pace $8,000 <br />annually, and also asked that heavy construction equipment be <br />segregated as a separate class, with the assessment ratio for such <br />equipment remaining at 55%; and (3) Harry Varn, Jr., 714 Corn Tassel <br />Trail, speaking on behalf of a group known as "Concerned Citizens for <br />Quality Education", asked Council to fully fund the proposed School <br />Board budget. <br /> <br />Council conducted a public hearing on a request from Timothy D. Martin <br />and Jeffrey Lo Porter to rezone Lot 26 located at 707 Starling Avenue <br />from R-6 Residential to P-2 Professional. Jeffrey L. Porter, Rt. 1, <br />Box 919, spoke in favor of the rezoning. There being no other comments <br />from persons present, Mayor McClain declared the public hearing closed. <br /> <br /> <br />
