TUESDAY, MARCH 9, 1993 <br /> <br />Program) and approve a supplemental appropriation of $42,500 in the <br />Electric Fund to be taken from the Electric Fund unreserved fund <br />balance (to fund a portion of the FY 92-93 Electric Fund Vehicle and <br />Equipment Program). Mr. Reynolds responded to several questions <br />regarding the CEP's specifics from members of Council and the audience. <br />Upon motion, duly seconded, and by unanimous vote, Council approved the <br />transfer and supplemental appropriations to fund the FY 92-93 Capital <br />Improvements Program and Vehicle & Equipment Program. Upon motion, <br />duly seconded and by unanimous vote, Council approved the concept of a <br />Five-Year Capital Expenditure Program. Several members of Council <br />commended the Administration for its efforts in creating the Five-Year <br />CEP. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for March 23, 1993 on Ordinance No. 93-3 establishing an Alarm <br />Ordinance regulating installation, operation and maintenance of alarm <br />systems and adoption of Practices and Procedures for alarm services <br />connected to the Martinsville-Henry County Communications Center. <br /> <br />The Mayor noted that the March 23, 1993 regular Council meeting would <br />also be a Neighborhood Town Meeting and would be held at the Virginia <br />Museum of Natural History. <br /> <br />In matters not on the agenda, the following items were discussed: (1) <br />Councilman Cakes reported on issues discussed at a National League of <br />Cities meeting which he recently attended; (2) Councilman Williams <br />reported that he had received complaints from citizens in the 200 block <br />of Fourth Street regarding free-roaming dogs after 4:00 P.M.; and (3) <br />Vice-Mayor Adams noted that the Transportation Safety Commission had <br /> <br /> <br />
