TUESDAY, FEBRUARY 9, 1993 <br /> <br />investment of City funds. The report noted that over $53,000 had been <br />transferred from the Industrial Development Authority's checking <br />account to a reserve account in the General Fund. City Manager <br />Reynolds explained that the funds resulted from administrative fees <br />which are cha'rged to entities which have outstanding IDA bond issues. <br />Mr. Reynolds stated that the fees had not been billed to issuers for <br />several years and that the majority of fees had been received in the <br />last year. Mayor McClain asked the City staff to determine what the <br />ongoing, annual revenue resulting from this source will be. <br /> <br />In items not on the agenda, the following matters were discussed: (1) <br />Councilman Oakes announced that several members of Council and the City <br />Manager would be attending the Virginia Municipal League/Virginia <br />Association of Counties Legislative Day in Richmond on February 11, <br />1993 and asked for input from the Manager and Council on issues which <br />should be discussed with area legislators during that time; (2) Vice- <br />Mayor Adams asked that the City Manager consider enhancements in the <br />area of non-organized recreational activities in the City Parks in the <br />upcoming budget process; (3) Councilman Williams noted that he had <br />received complaints from citizens regarding a malfunctioning pedestrian <br />traffic signal at the intersection of Oakdale and Church Streets; (4) <br />Councilman Williams asked that the City Recreation Division explore <br />sponsoring a City-wide "double dutch" program; (5) in response to a <br />question by Councilman Williams, Mr. Reynolds stated that he had <br />nothing new to report on the cat ordinance issue, which was raised at <br />the January 26, 1993 Council meeting by Estelle Gilbert; and (6) Thelma <br />Pinkard, 208 Park Street, asked that consideration be given to building <br />additional shelters at Southside Park. <br /> <br /> <br />
