TUESDAY, FEBRUARY 9, 1993 <br /> <br />tO control the escalating cost of residential care for youth who are <br />placed outside their homes; and <br /> <br />WHEREAS, funds previously awarded separately to local social services <br />departments, school divisions, and juvenile .and domestic relations <br />court services units will now be combined into an interagency pool for <br />the stated purpose of giving communities more flexibility in the use of <br />the funds in order to provide the most cost-efficient services for <br />troubled youth and their families; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled February 9, 1993, in order to comply with <br />Part I Certification for participation in the Comprehensive Services <br />Act for At-Risk Youth and Families, that it does hereby (1) designate <br />the City of Martinsville as a single jurisdiction for the purposes of <br />implementing the Act; (2) designate the City of Martinsville as the <br />fiscal agent for the Act, with this responsibility delegated to Mr. <br />Richard D. Fitts, Director of Finance; (3) designate David B. Worthy, <br />City Attorney, to be responsible for providing legal services related <br />to implementation of the Act; and (4) establish a Martinsville <br />Community Policy and Management Team composed of the following members, <br />who will be required to file Statements of Economic Interest: Dr. Beth <br />Baptist representing Martinsville Public Schools; Pat S. Conrad <br />representing Martinsville Social Services Department; Jan Reed <br />representing Juvenile & Domestic Relations Court Services Unit; Shirley <br />Coleman representing the Health Department; Carol Wiswall representing <br />ANCHOR Commission; Jim Tobin representing Piedmont Regional Community <br />Services Board; and Parent representative Rebecca Shackelford; and <br /> <br />BE IT FURTHER RESOLVED that said Council requests a report from the <br />Martinsville Community Policy and Management Team prior to July, 1993. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted two <br />Resolutions authorizing Richard D. Fitts, Director of Finance, and <br />Kevin B. Reed, Director of Housing and Community Development, to <br />maintain two Money Market checking accounts on behalf of the City's <br />Housing Services Office at Piedmont Trust Bank. The Resolutions are in <br />standard banking format and are on file in the Office of the Clerk of <br />Council. City Manager Reynolds explained that.the checking accounts <br />were originally established to receive program income (loan principal <br />repayment) from the Northside/West End Rehabilitation Project and the <br />Church/Fayette Rehabilitation Project. The bank required the <br />Resolutions due to the resignation of Phyllis Holmes, former Director <br />of Housing Services, and subsequent assumption of Housing Division <br />responsibilities by Mr. Reed. <br /> <br /> <br />
