TUESDAY, JANUARY 26, 1993 <br /> <br />most residents told him the Gas Company had beautified the area and had <br />torn down a house which was in poor condition in order to construct the <br />substation. Councilman Williams stated that most residents were <br />concerned with traffic safety and the safety of children in the area <br />who play on the narrow street. Councilman Williams said that he had <br />spoken with the City Manager and expressed support for Park Street <br />improvements to be a high priority. Councilman Williams also asked <br />that a traffic count study be done on Park Street. Councilman Draper <br />concurred that, in his discussions~with residents, traffic seemed to be <br />the primary concern. Councilman Oakes said that residents had <br />emphasized to him the need to maintain the substation and the <br />appearance of the property. Councilman Oakes made a motion to accept <br />the Planning Commission's recommendation to approve the Special Use <br />Permit. This motion was seconded by Councilman Draper. In response to <br />a question by Vice-Mayor Adams, Benjamin Gardner, Attorney for the Gas <br />Company, stated that maintenance of the substation would conform to <br />State and Federal regulations and that the site is regularly inspected <br />by Gas Company personnel and others. Also in response to a question by <br />Vice-Mayor Adams, Mr. Gardner stated that he would work with the Gas <br />Company and City Administration to ensure that children do not have <br />access to the substation site. Upon unanimous vote, the Special Use <br />Permit was granted with the following conditions: (1) the substation <br />shall be maintained according to the requirements of the Zoning <br />Ordinance; (2) the substation shall be perpetually maintained in a <br />safe, efficient and attractive manner; and (3) the natural landscape <br />screening located around the perimeter of the fence shall be maintained <br />in a healthy condition as long as the substation is located on the <br />site. <br /> <br /> <br />
