TUESDAY, DECEMBER 22, 1992 <br /> <br />There being no other comments from persons present, all members of <br />Council expressed appreciation to those who were in attendance° <br /> <br />In items not on the agenda, the following comments were made: (1) <br />Councilman Oakes asked that the City Administration invite area <br />legislators to dinner following the Virginia Municipal League's annual <br />Legislative Day program in February, 1993; (2) Vice-Mayor Adams <br />commended the City Manager and Chief of Police for a report given on <br />Neighborhood Watch Programs. Vice-Mayor Adams asked the City Manager <br />to consider implementation of such programs in the upcoming budget; (3) <br />In response to an inquiry, City Attorney David Worthy provided an <br />update on the litigation against Southeastern Health Care, the owners <br />of the old hospital property on Starling Avenue. Mr. Worthy stated <br />that a hearing had been set for January, 1993 in the Circuit Court for <br />the purpose of obtaining a default judgment against the property owner, <br />at which time the property may be sold. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of discussing <br />the following: (1) appointments/reappointments to the Dan River ASAP <br />Policy Board and the ANCHOR Group Home System Commission, as authorized <br />by Subsection 1; (2) consultation with legal counsel, as authorized by <br />Subsection 7; (3) consultation with legal counsel, as authorized by <br />Subsection 7 (a second, separate issue); and (4) consultation with <br />legal counsel, as authorized by Subsection 7(a third, separate issue). <br />At the conclusion of this Executive Session, Council reconvened into <br />regular session, wherein, by a recorded vote, each member of Council <br />certified that (1) only public business matters exempted from open <br /> <br /> <br />
