TUESDAY, DECEMBER 80 1992

Martinsville Transportation Safety Commission.

Council took no action on the other items discussed in Executive
Session.

Council considered authorizing the City Manager to send a letter to
Marvin Tart, Urban Programs Engineer, of the Virginia Department of
Transportation expressing continued support for the Commonwealth
Boulevard Extension project contained in VDOT's Six-Year Plan, but
suggesting that the project be bid as both a four-lane project and a
two-lane project. Any savings from developing the project as two lanes
was requested to be applied toward two other City projects: (1)
reconstruction of the Liberty Street/Stultz Road/Clearview Drive
intersection and widening of Liberty Street (Route 174) from two to
four lanes from this intersection, north to the City limits; and (2)
reconstruction of Fayette Street (Route 57) from North Street to the
City limits to alleviate a dangerous curve, to add sidewalks and
control drainage, and to widen a railroad underpass. Vice-Mayor Adams
suggested that the City Manager propose an alternative to the
Commonwealth Boulevard Extension project which would involve
constructing an additional two lanes along Hooker Street which would
connect with E. Church Street, creating a four lane road from E. Church
Street to Commonwealth Boulevard. Vice-Mayor Adams stated that he felt
this project would be less expensive than the Commonwealth Boulevard
Extension project. Council took no action on the City Manager's
request.

Upon motion, duly seconded and by unanimous vote, Council scheduled a
Special Meeting for 4:00 P.M. on December 11, 1992.
