Mr. Reynolds <br />requested that Council increase refuse collection rates from $4.00 to <br />$5.00 per month for residential customers, from $6.00 to $11.00 per <br />empty for commercial dumpsters, and increase the Landfill tipping fee <br />from $.50 per cubic yard to $16.00 per ton. The additional revenues <br />received from the increase would result in a positive Fund Balance by <br />the end of the Fiscal Year if Henry County begins using the City <br />Landfill and would lessen the projected deficit if an agreement with <br />the County is not forthcoming. Mr. Reynolds stated that the proposed <br />new rates would not address the large capital expenditures which the <br />City is projected to incur in closing the current Landfill, post- <br />closure monitoring, or in developing a new facility. Nanoy Henderson <br />of 717 Clarke Road, Chairman of the Martinsville-Henry County Clean <br />Community Commission, stated that the requested increases were "a long <br />time coming" and suggested that the City and County examine <br />strengthening litter control laws to prevent any increase in illegal <br />dumping as a result of the increased tipping fees. Thelma Pinkard, 208 <br />Park Street, expressed concern about the impact of the increased refuse <br />collection rate on elderly residents on fixed incomes. Mayor McClain <br />stated that he could not support the recommended increases because he <br />believed they were based on the proposed $16.00 per ton rate which may <br />be charged to Henry County for use of the City Landfill. The $16.00 <br />per ton rate for the County includes a $3.66 management/capacity usage <br />fee which the Mayor argued should not be assessed to City users because <br />"the people of the City of Martinsville have already paid for that". <br />Upon motion, duly seconded and by a vote of 4 "yes" and 1 "no" (Mayor <br />McClain), Council approved the Ordinance on first reading.
