MONDAY, OCTOBER 10. 19941.51 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Monday, October 10, 1994 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. The following members of Council were present <br />at the beginning of the meeting: George B. Adams, Jr., Mayor; L. D. <br />Oakes, Vice-Mayor; Mark A. Crabtree and Clyde L. Williams. Absent at <br />the beginning of the meeting was M. Gene Teague, due to a death in the <br />family. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its September 9-10 <br />and September 27 meetings as circulated. <br /> <br />Awards for service on Boards and Commissions were presented to Larry E. <br />~Farrar, Industrial Development Authority Board, 1977-1994 and George B. <br />Adams, Jr., West Piedmont Planning District Commission Board, 1990- <br />1994. Mayor Adams also received a Resolution from the West Piedmont <br />PDC Board commending him for his service to the Commission. <br /> <br />Under Business From the Floor, Jennifer D. Dalla Vecchia, Executive <br />Director of the Martinsville Uptown Revitalization Association, <br />appeared to invite members of Council to attend a reception on October <br />12 for members of the North Carolina Downtown Development Association <br />who will be stopping in Martinsville as a part of a rolling workshop. <br /> <br />Council considered adoption, on second 'reading, of Ordinance 94-10 <br />establishing an annual audit fee for operators of bingo and raffle <br />games. A motion and second were made to adopt the Ordinance. Calvin <br />Beard, representing the Elks Lodge bingo operation, stated the proposed <br /> <br /> <br />
