]36 <br /> <br />TUESDAY, SEPTEMBER 13, 1994 <br /> <br />Policy to comply with the grant. <br /> <br />unanimous vote, Council adopted <br />Policy: <br /> <br />Upon motion, duly seconded and by <br />the following Non-Discrimination <br /> <br />The City of Martinsville or any employee thereof will not discriminate <br />against an employee or applicant for employment because of race, age, <br />handicap, creed, religion, color, sex, or national origin. <br />Administrative and Personnel officials will take affirmative action to <br />insure that this policy shall include, but not be limited to, the <br />following: employment, upgrading, de.motion or transfer; or rate of pay <br />or other forms of compensation; and selection for training. <br /> <br />Duly adopted by the Council of the City of Martinsville, Virginia, at <br />its regular meeting on September 13, 1994. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the City of Martinsville, Virginia has been offered and <br />intends to accept Federal funds authorized under the Housing and <br />Community Development Act of 1974, as amended, for the Massey Street <br />Comprehensive Development Project; and <br /> <br />WHEREAS, recipients of funding under the Act are required to take <br />action to affirmatively further fair housing; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled September 13, 1994, that it does hereby agree <br />to take at least one action to affirmatively further fair housing each <br />grant year during the life of its project funded with Community <br />Development Block Grant funds; said action taken to be selected from a <br />list provided by the Virginia Department of Housing and Community <br />Development. <br /> <br />Council considered establishment of a Housing Rehabilitation Program <br />Board. Mr. Reed explained the Board must be appointed to review and <br />approve program features and to oversee the program after the Council <br />has adopted a program design. Mr. Reed noted the Board must include, <br />at a minimum: a member of City Council, the City Manager, and a <br />resident of the project area who will not benefit directly from the <br />project. Upon motion, duly secon{te~ and by unanimous vote, Council <br />approved the establishment of the Housing Rehabilitation Program Board. <br /> <br /> <br />
